Policy makers, academics and particularly administrators within the health and social care sector increasingly realize the policy margin that Member States have on health and social care issues.The lack of formal European competencies in Health and Social Policy can account for Member States’ failure to address the contentious issue of the impact of European health and social care systems on the quality of life of citizens and, in particular, what possible social implications it entails. It is evident that current systems of care are unsustainable on human resource grounds alone, since lowering birthrates will tend to reduce the available numbers of professionals, whilst demand for their services soar.
